Pop-up blockers are the main reason for not being able to download/print documents in the QACSS Portal. We have seen this most frequently occur with Google Chrome browsers.
Typically, you can manage how pop-ups are handled in your Internet browser's options by entering NYSERDA’s URL (https://cris.nyserda.org) as an allowed exception.
